NATO believes Russia has followed this pattern for years, particularly in its conflicts with Ukraine and Georgia. Russia combines conventional military force with psychological warfare and disinformation tactics. The goal is to achieve military and political gains without engaging in a full-scale confrontation.
NATO countries are working to develop their defense and intelligence capabilities to counter this type of threat. This is being done by strengthening coordination among member states and sharing information to confront the “gray threat” that lurks between peace and war.
NATO leaders emphasize that countering hybrid warfare is no longer an option, but a necessity to protect European security and prevent the destabilization of the continent.
