Joint Arab Statement to Restore Security in Sudan

Cairo, Egypt – As part of intensive regional and international efforts to end the war in Sudan and preserve its unity and territorial integrity, the United Arab Emirates, the Arab Republic of Egypt, the Kingdom of Saudi Arabia, and the United States of America issued a joint statement. This statement aims at restoring security and peace in Sudan.

The statement came as a result of weeks of consultations between the four countries within the framework of the International Quartet. This was with the aim of ending the conflict and alleviating the suffering of the Sudanese people. Egypt affirmed that its participation in this initiative reflects its steadfast support for Sudan’s unity and its national institutions. It also demonstrated its commitment to restoring stability. Moreover, Egypt aims to create conditions for the return of displaced persons to their homes and normal lives.

Preserving Sudan’s sovereignty

The statement stressed the need to preserve Sudan’s sovereignty, unity, and territorial integrity as fundamental pillars of security and stability. It also called for intensifying humanitarian aid and halting the flow of weapons that prolong the war. Furthermore, it called for a three-month humanitarian truce as an initial step toward a permanent ceasefire. It then envisions a comprehensive and transparent political transition within nine months, leading to the formation of a civilian government that reflects the aspirations of the Sudanese people.

The foreign ministers of the four countries agreed to follow up on the implementation of the statement and exert their efforts to ensure its realization. This will be done in coordination with the League of Arab States and the African Union. They will continue to hold ministerial and technical meetings to support the process of ending the war. This includes a ministerial meeting scheduled on the sidelines of the UN General Assembly in New York this September.

Ceasefire efforts

The statement also commended the efforts of the Kingdom of Saudi Arabia and the United States within the framework of the “Jeddah Process” to achieve a ceasefire. Additionally, it praised Egypt’s role in sponsoring the Sudanese political dialogue through the “Sudanese Political and Civil Forces Forum.” The first session of this forum was hosted by Cairo in July 2024.

Egypt affirmed its commitment to continuing its active participation in all regional and international initiatives. These are aimed at supporting Sudan in restoring its security and stability. Egypt also supports the building of a future that meets the aspirations of its brotherly people.

In a post on the X platform, Anwar Gargash, Advisor to His Highness the President of the UAE, considered that “the Quartet’s joint statement on Sudan is historic. It provides an accurate diagnosis of the crisis and outlines a roadmap for ending it. This is achieved through a humanitarian truce, followed by a civilian transition of power.”
